A proposta consta do Projeto de Lei Or\u00e7ament\u00e1ria Anual (Ploa) de 2019, que ainda precisa ser aprovado. Foram considerados o crescimento do Produto Interno Bruto (PIB) e o \u00cdndice de Pre\u00e7os ao Consumidor Amplo (IPCA), a infla\u00e7\u00e3o oficial do pa\u00eds. O valor foi revisado para cima porque a estimativa de infla\u00e7\u00e3o pelo \u00cdndice Nacional de Pre\u00e7os ao Consumidor (INPC) neste ano passou de 3,3% para 4,2%.
